How to ask for housing urgency. Urgency Regulations WERV (Wageningen, Ede, Rhenen, Veenendaal).
General
Urgency is a safety net used in the WERV housing area. Housing priority is only granted in exceptional cases. There has to be a really urgent situation and there should be no other options left.
You may get a housing priority by obtaining a housing urgency.
To be eligible to receive an urgency you have to be:
1. an authorized (authorized = you are registered by huiswaarts.nu) house hunter in the WERV area
2. in acute distress
3. in a situation in which there is no solution in a way of alternative housing within 6 months.
The Emergency Commission (shortly UCW) will check the actual circumstances before taking a decision:
- You have to show all you have done yourself to get a (or another) house
- What kind of actions and steps you have taken to get a (or another) house or room to share for example
- When you live in a town or village outside WERV you also have to show what efforts you have made to get a (or another) housing in that city where the problem of housing originally started
- Besides independent housing, living in rooms or living with other people like family or friends can be a (temporary) solution.
Indications
On one of the following criteria the UCW may decide to give you an urgency for appropriate housing:
- Medical
- Social
- Financial
- Divorce /broken relationship
Medical
The medical condition has to be related to the housing situation, in a way that this must be solved within half a year. When the UCW needs more information, it will ask HGM (Aid Central Gelderland, before they were called GGD) for an appointment by one of their doctors.
Social
The social circumstance has to be related to the housing situation, in a way that it is impossible to stay in that house and it is inevitable to solve this situation within half a year similar to the medical reasons.
Financial
You have to demonstrate that the financial difficult situation is unexpected and no fault of yours (not blameworthy) and that you have done everything possible to solve it yourself.
Divorce/broken relationship
1. You must submit your request within 2 months after ending the relationship
2. You only can submit the request when you live in an independent house
3. You have not obtained legal tenancy
4. You have the duty of care for children younger than 21 years
5. You have to be formally registered as a couple for at least 12 months
6. Only one housing urgency can be granted after a divorce/broken relationship.
Divorce or broken relationship is a personal matter. You can ask for help when there is no other solution for your accommodation. When there are no children involved, there are no chances to get an urgency. When after a divorce/broken relationship there is no suitable accommodation for the children, the UCW may in some cases provide an urgency. If there are no official documents relating to the children you can contact Notary Smith & Moormann, (General Foulkesweg 11, Wageningen), in order to agree upon a 'settlement'. This will give the UCW clearance about the children and other appointments.
The rules are part of the huisvestingsverordening which you can read on the website, (only in Dutch). An English version of the request form is available.
